This document describes the changes in DPV 2.2 release as compared to the previous DPV 2.1 release. This changelog covers the DPV specification as well as all extensions.

v2.2.1 hotfix 2025-10-31

2.2.1 is a minor release that fixes some bugs and does not introduce any new concepts or changes. The fixes include correction to the property `dpv:hasEntityControl` range and adding a notice to the P7012 extension. Other non-dpv changes include fixes to links in search, 404, schema, and other pages, and an overhaul of the 404 and index pages.

Summary

DPV 2.2 has several backwards-incompatible changes due to fixes in concept IRIs. Fixes for these are simple to implement (see note further ahead). Use of 2.2 is compatible with existing uses of 2.1. For updating from 1.0, or for understanding the scope, structure, and semantics of folders and IRIs, see the previous changelog.

  1. When updating are there are any issues? Yes, there are breaking changes in IRIs, but the fix is simple. see more
  2. Change in concepts: In total, DPV 2.2 and all its extensions contain 9590 concepts, and compared to 2.1 - 489 concepts have been added and 66 concepts removed. The count of added and removed concepts include moving concepts between extensions. see more

Do I need to update or change something?

You should consider updating to the latest version of the DPV as it provides a more comprehensive set of terms, has new extensions with refinements and advances in representing information, and represents more recent and up to date knowledge within the domain.

There are several breaking changes or incompatibilities between 2.2 and 2.1. These are due to changes (e.g. typos) in the IRIs which changes the name and 'ID' of the concept. Fixes to these are simple as they involve replacing the previous IRI with the new fixed IRI. There are no changes to the underlying model and semantics.

Specific breaking changes are mentioned in the changelog for each specification, and pertain to changes in terms which are unlikely to require significant efforts. Going ahead, we do not foresee major breaking changes in the future release which is tentatively labelled 2.3 and scheduled to be released in January 2026.

Added ISO 3166-3 codes representing regions that have duplicate codes in 3166-2 i.e. they are declared both as a country and as a subdivision. This has been addressed by including both their 3166-2 and 3166-3 codes and linking them through a skos:exactMatch relation.

A new concept set called Inverse Jurisdiction has been added to represent external jurisdictions, such as to indicate data transfers beyond a jurisdiction. A concept of the form non-XX has been added for each XX concept representing a 3166-2 country, and all jurisdictions not part of XX are added to it.

Added concepts for Data Deletion obligation, new terms, and a property for associating human descriptions. Other concepts correspond to change in SD-BY to SD-BASE for terms.

Development Process

  1. GitHub: All code and artefacts are hosted in a github repo, and it is also used for discussions via issues and for hosting a community wiki.
  2. Git branches: Development takes place on the dev branch, and the development version is suffixed to indicate ongoing work as 2.3-dev. The main branch hosts stable and published releases and is updated for fixes and for storing working notes and minutes for the DPVCG meetings.
  3. Announcement for releases: The issue #145 acts as a 'sticky' board for announcements regarding releases, fixes, and other relevant news. Adopters can subscribe to this issue to be notified.
  4. More guides and tutorials: The DPVCG has planned to provide more guides and tutorials to support the adoption and use of DPV. A tentative list can be found at the guides page.
  5. Multilingual support: This feature is planned for future releases where the DPV concepts will be provided with labels, definitions, and notes in more languages. Planned languages include Italian, French, German, and Spanish. If you are interested in having another language added, please discuss in issue#89.
  6. Release schedule: The DPVCG plans to provide two releases per year to enable rapid incorporation of changing regulations and facilitating adoption.
